Bulgaria is to receive 240 million euro from the EU for the period 2007-2009 for strengthening the country's borders, which are also the EU's external borders, a European Commission source cited by BTA announced.

Bulgaria's EU accession treaty includes the so-called Cash-flow and Schengen Facility, which "shall be used to support Bulgaria and Romania in their obligation to finance actions at the new external borders of the Union" [Article 32]. The aim is for Bulgaria to be aided in two ways: the financing of specific steps towards strengthening the external borders, and improving cash flow in Bulgaria's' national budget towards achieving that goal, the Commission source said.
