New Classification of Roads Envisaged in Transport Master Plan

The four priorities in 2008 of the Transport Ministry will be tangible improvement of railway transport, development of the transport infrastructure, of public-private partnerships and of transport logistics, Transport Minister Peter Moutafchiev said Saturday, BTA reports.

A transport master plan is to be developed in 2008 under the Operational Program Transport. The purpose of the plan is to build a strategic base of technical data. The Operational Program will also provide funding to the tune of 5 million euros for a project for the introduction of a Geographic Information System in the railway transport. The system is expected to make the management of the railway network more effective. The project terms of reference are being prepared at the moment while the tender for its implementation will be called at the end of March.

The roads need to be re-classified due to the updated data relating to cross-border movement after Bulgaria joined the EU and opened its borders. The data about local and transit flows are being analyzed at the moment, Moutafchiev said.

Three concrete measures will be undertaken in order to promote public-private partnerships, with regard to which, in Moutafchiev's word, rules are yet to be put in place in this country. The measures in question are: amendments to the State Property Act and also to the Concessions Act, and specific regulations relating to the procedure for the establishment of joint ventures.
