"The fate of the Belene Nuclear Power Plant project will be clear at the end of October," Bulgarian Prime Minister Boyko Borissov told journalists on Monday.

He added that he had discussed the project with the General Manager of Germany's RWE Power AG, a strategic partner in a joint venture for the implementation of the project to build and operate Bulgaria's second nuclear power plant.

"We can tell you how a project should not be contracted: without having secured the financing and without having a market [for the output]," the PM said.

He asked rhetorically whether a contract and a project can be done, and hundreds of millions can be spent without knowing the ultimate cost of the plant and of the electricity, as well as who will build the accompanying capacities which, as he put it, cost another several billion.
