All Construction in Bulgaria’s Black Sea Coastal Area Banned between 15 May and 1 October
All construction and installation activities in the Bulgarian Black Sea coastal area from 15 May until 1 October every year are banned. The ban covers all resort territories in the towns and villages, resorts, resort complexes and vacation settlements in the region.
The bill regulating the matter was approved yesterday in the second reading by Bulgaria’s parliament. Exceptions will be made only in case of emergency breakdown and repair activities, the Bulgarian News Agency (BTA) reported.
Legislators approved the proposal of UDF’s Lyuben Dilov to put off the debates and voting of a text in the bill settling the so called inland Zone B of the Bulgarian Black Sea coast. The Commission on Local Self-Government, Regional Policy and Public Works suggests all territories within the 2-km strip to be included in Zone B, and in the building borders of Varna and Bourgas - within 500 m from the border of zone A where construction is prohibited altogether.
Deputies agreed activities related to the establishment of new or expansion of existing boundaries of towns, villages, resorts and resort complexes should be allowed under certain regulations for each regulated landed property, where the building density should not exceed 30% and building intensity should be up to 1.5%, average height up to 15 m. At least 50% of the areas should be allocated for vegetation, where half of it should be planted with trees.
Deputies also allowed the creation of new and expansion of existing boundaries of vacation settlements with building density not exceeding 30% and building intensity up to 1.2%. The average height of buildings in these settlements should be up to 10 m. For villa zones building density should up to 40%, building intensity - up to 0.8%, and building height - 7 meters.
Building permits for the Black Sea coastal area should be issued only if all necessary technical infrastructures for energy supply, water supply, waste water management, as well as collection and disposal of consumer and construction waste are present.
