Globul is ready to implement mobile number portability on September 20. This was declared to CRC at a meeting yesterday where representatives from GLOBUL and vivatel presented the results from the successful tests for number portability between the two networks.
The reason for the meeting was the decision taken by CRC by which the Regulator obliged the mobile operators to reach an agreement within the period of September 20, 2007 regarding the procedure for the implementation of number portability.

The existing procedure for the implementation of number portability, which is approved by CRC and signed by Globul and vivatel, is reliable and guarantees the interests of the operators as well as the fast and problem-free service to the clients. The preparation of the procedure took several months and was signed by Globul and vivatel in the beginning of January 2007. Up to the present moment M-tel despite the existing law obligation number portability in the mobile networks to take effect by January 1, 2007 and despite the presence of operative CRS acts regulating the implementation of this process and despite the numerous invitations for negotiations by the other two mobile operators didn’t present their view on the implementation of the procedure for number portability.

According to Globul the basic principles of number portability determined by the Regulator shouldn’t be changed. We believe that the operative Procedure, signed by Globul and vivatel guarantees confidentiality of the personal information of clients and protects their rights during number portability.

According to Globul M-tel’s offer to develop a new procedure for number portability will lead to a significant delay in the process and to serious sanctions on the part of the European Commission. Not until yesterday did M-tel for the first time set certain terms but with these terms in practice the procedure goes a year and a half back and number portability is blocked.

Globul continues to believe that the interest of the clients and the Bulgaria’s commitment to the EU are a sufficiently motivating factor to reach a common agreement amongst the three mobile operators for the introduction of the service.
